The Sacred Phase is a period of time after you complete a chapter. This period entails you to send (if you would like) certain characters to Asgard for the Sacred War. Despite the fact that you can not send characters, Odin's forces will grow weak, and if Odin loses the Sacred War, the game is over. So you do have to send characters to the Sacred War, despite you inhibitions about sending good characters.
