Talk to moogles in towns or villages to access the the Mognet, which allows you to correspond with NPCs or firends outside the game. Sending and reciving letters via Mognet utilizes DS Wireless Communications and Nintendo Wi-Fi Connection. Although it is not required to complete the game, using Mognet allows you to communicate with people all over world and exchange mail.
